ARCEP's views on Net Neutrality

France The slides presented by ARCEP passionaria Gabrielle Gauthey at the Idate event on Nov. 14th are up on ARCEP's website. The first part is well known of those who read me since it formalises the regulatory issues in fiber deployment (nice visualisations, though!), the second part less so.

Mme Gauthey mentions Net Neutrality as a potential issue in France despite it being viewed as a US-centric issue so far. It's actually becoming an issue here for two reasons: probable limitations and/or lack of facilities based competition in the NGANs, and investment costs that prompt operators to envisage any kind of increased revenues.

Mme Gauthey mentions a litigation between Neuf and Daily Motion which I need to investigate. Sounds interesting.

I'll have to think about this whole issue as well. Not a simple one, but it's a worrying trend...
