OPTA, the Dutch regulator, has published a preliminary outline of the evolutions of its regulatory framework. As usual, fiber ring member Tim Poulus is on the case with a detailed analysis of the measures and possible implications. The one thing that I find extremely interesting is the open access obligation for cable. That's, as far as I know, a first, and it'll be interesting to see what consequences, if any, it has on the market dynamics in the Netherlands.
